Kicker Trim issue

My kicker won't trim all they way down but only after it's in the water. I could trim it down and leave it but really don't want to do that. I've talked with a few people that I trust and electrical is all they can think it might be? Any help would be greatly appreciated. It dose trim down some after running to fish but just enough to use. It's pissing so I think I'm good?? It just won't go down all the way. Then most days I check it it the yard it works.

Is it completely electric or electric over hydraulic? If hydraulic, crack the vent valve, may have gotten air pocket. Just a thought. . .

Maybe angle on the trailer where you have it parked on land allows fluid to move it and when you're floating more or less level, there' s not enough fluid?

It has a hydraulic cylinder.

Look up the specific model and find instructions for bleeding air and topping off hydraulic trim fluid.

Look at trim fluid before topping off. Milky or separated means water is getting in.

If bleeding / top off doesn't help, it might need new rings/seals.

This is a decent video except I didn't hear them mention leveling the boat first by lowering the tongue jack.
