For purposes of this chapter, "animal cruelty" means: a. Breaking an animal's bones; b. Causing the prolonged impairment of an animal's health; c. Mutilating an animal; or d. Physically torturing an animal.

Having testified at this legislative bill, I saw firsthand the actual real "cat lovers" that were HSUS members testifying.

As we speak HSUS is here in ND going around the state "training" law enforcement in how to interpret and act on this animal cruelty law.
