Usually its the opposite, when the water is super high with high releases the fish are packed in there. when the water is low and barely flowing its dead

The high water is caused by high flows through the turbine penstocks and that brings a ton of cisco through the system. Many of them are injured and are easy prey for the walleye and other fish.
