Sounds like this applies to rifle hunters only but for bow hunters it is still a go - two tiered system
  • The harvest of antlerless white-tailed deer in deer gun units 3C, 3E1, 3E2 and 3F2 shall be prohibited. This restriction includes all license types (youth, muzzleloader, deer gun, deer bow and gratis). Antlerless white-tailed deer gun licenses for those units are no longer valid and hunters who hold those licenses will automatically be refunded.
First half makes it sound like all, second half contradicts itself.

The closure to whitetail does is for all license types, including archery and gratis. The second part only says that antlerless whitetail licenses for rifle are void and will be refunded. Makes since since they can't legally shoot one anymore. Other licenses (archery, gratis, etc.) can still be used for antlered deer and/or mule deer.

I interpret it saying that all doe harvest is prohibited across the board for all weapons but the automatic refund is only for gun tag holders in the given units, the other tags, bow and muzzle loader are statewide tags and can be used in other units across the state. That is how I read it
