This is the PKC boat ramp/camping area entrance on Oct 13th. To be perfectly clear I would totally understand if the casino pulled the dock out at the same time they are finished running the pontoon across to beaver bay to shuttle people across. But I do have a problem blocking access to Lake Oahe by closing and locking the gates (based on a management decision).

So on my own I contacted NDGF to report what I found, I was told that the NDGF doesn't have any funds invested there as cost share or facility's. So the NDGF doesn't have a bargaining chip to get the gates open.

I completely disagree, the pontoon uses the ramp and dock at Beaver bay 1/2 of the time its ferrying people across to do business at the casino. They park at the Beaver bay parking lot and use the paid for by NDGF facility's to get on the pontoon.

The casino fishing tourney applies for and gets a permit through the NDGF.

[h=1]Permitted Fishing Tournaments[/h]A fishing contest in which prizes or cash are given for catching fish from waters open to the public must receive a permit from the Game and Fish Department. There are two exceptions to this requirement:

  • Individual big fish promotions sponsored by resident, local businesses not charging any entry or participation fee and
  • Any local fishing tournament charging an entry or participation fee of less than five dollars per angler unless there are more than 49 participating individuals or 14 participating boats.
A completed application, along with the tournament sponsor rules and regulations, must be submitted to the Department within 30 days of the pending contest.





Open to the public would be all the time wouldn't it ? I just called the Spirit lake casino at Devils lake and they keep the ramp open all year.

I think its complete crap the casino thinks it has the right to block access to the river.

Lets hear it, what do you guys think ?

On one hand, I am not shocked. Reason # 1289 to boycott the casino. That place will never get 1 single penny of my money. Like you, I think it is completely bogus that they block access. GF needs to crack down a bit and take a stance. Don't issue a permit for the tourney and see what happens.

I think the casino should be blocked from using Beaver Bay for business purposes, and I will be suggesting that to the NDGF and I encourage every one who reads this to make that same phone call.

Are we sure that NDGF pays for the boat ramp at Beaver Bay, a USACE owned campground? I was under the impression the Corps generally paid for facilities at their campgrounds but I suppose the NDGF may have thrown in a few bucks as a match.

Secondly, I would hazard a guess that the tribe would NOT need a permit to operate a tournament if the boundaries are wholly contained within the reservation. That would be a tough one though as the anglers would be restricted to the western 1/2 of Lake Oahe. So it's probably best to just not bitch about that one or someone may get feisty and try to test the NDGFs authority and result in a more restrictive fishing area for the tourney guys.

If the ramp is owned and paid for by Standing Rock/casino...they can do with it as they please.

Of course, I choose to not their facilities because of location and odd stuff like this. That's the way private ownership works, offer up poor access and I don't have to use other local amenities.

Don't get me wrong, I understand the frustration of having your trip planned only to find that it's been squashed by something like this, I'm just saying that if they pay for it they can operate it as they see fit. If it harms their business? Oh well.

Ahh, at least it was a nice day for a ride down from Fort Rice though, wasn't it?

Here we go again, the Natives think they can do whatever they want, whenever they want. Just spread the word, to tell everyone to stay the hell away from that casino, they gotta be hurting after all this DAPL shit, then go pull this, unbelievable. Guess they don't know economics 101. Like everyone else, they ain't getting a penny out of me fudge that place.

This is a valid thought. I don't have a dog in this fight, except after the NODAPL debacle last year, I'm not super tolerant.

My two cents:

If it's their ramp, and they choose to close it for whatever reason, then fine.
But! (and this is a big but)
If they use the public ramp on the other side of the river for business, and I know they do, then they should either have to pay to use it, or they should have to leave their ramp available for public use.

I'd guess though, that sometime/someplace a deal was struck.

The ndgf will operate it, or the corps. When the casino closes. When I wanted to launch my boat I would use the facility’s just like the patrons do that ride over on the pontoon.

I would park my vehicle and it would take up space in a parking lot for the period of time it would take to amuse myself. Also I would walk out on the dock and get on a floating vessel and head off on my merry way.

If it is privately funded and no fed/state money or GNF money goes to it then I think you are bitching about nothing, but if Fed/state money is used to maintain and build it then you have a bitch, personally I haven't even used a PKC shitter since last August and will continue not to use any of their services or amenities.

I'm a 12 pack or so into it so take this with an entire block of salt. There are LOTS of places to fish, what makes this particular spot so golden you give a shrite what the rez peeps do?

I believe it closes every year that arm has always been in place. U can drive to Yates (get truck stolen) or go straight on the road and back in the old Corp ramp next to da old outdoor toity. I think most go to ft rice
