I am pretty sure there was an article in the Tribune quite a while back about the school thing. Seemed to me it got shut down, probably more to not being accredited than the construction code. But I don't recall for sure.

It's been done , Straw bale construction codes just got established a few years ago so I'm guessing anything built prior to codes might not be up to par. Might be what the article Allen mentioned was about, I see someone in Dickinson is building one.
