My understanding is that this is more of a citizen lead issue than government
It is an example why I’m voting YES on measure 1 also
I think all initiated measures should have to identify who the citizen is that's initiating it and it should not be allowed to use out of state money to support it in any way shape or form. I think there would be way fewer initiated measure's if we eliminated out of state money and backers. They are pushing their agenda from out of state!

Pretty sure you hit the nail on the head! Out of state liberals using the same old song , its for the children. We never went to school so early we had time for Breakfast ! Wouldn't be surprised if the names were Allah Akbar related

Its pretty easy to see who the logical thinkers are when you read the comments on a topic like this. There's literally no good reason to support measure 2. Every kid is already guaranteed a meal in every public school in the state, by law, even if they have shitty parents.

I’m really trying to understand what is wrong with our current situation so I googled up the info below. Can anyone in favor of this measure tell me what the problem currently is that this measure will solve?

Under North Dakota law (House Bill 1494 / NDCC § 15.1-07-38), public schools are required to provide a meal to students who request one, regardless of whether they have an unpaid meal balance or lack funds to pay. [1, 2, 3]

Protections for Students
The law prohibits schools from engaging in "lunch shaming" or penalizing children for debt:
    • No Meal Denial: Schools cannot refuse to serve a meal to a student due to an unpaid balance or insufficient funds. [1, 2]
    • No Stigmatization: Schools cannot identify, single out, or embarrass a student (such as by using special tokens, stickers, stamps, alternative/lesser meals, or publishing a list of names with meal debt). [1, 2, 3]

You are correct. We have current laws that cover the free lunch already. Once it's in the NDCC it's wide open for fraud. The distribution of funds would be a disaster!

Here some more perspective to Measure 2 because some think that everyone is getting feed and it's already being paid for. But according to the article some district will withhold transcript or turn the bill over to a collection agencies.

Every K-12 student has the legal right to receive a lunch at school in North Dakota without any stigma or shaming. But students and families who can’t afford to pay can still have long-term consequences, and some students may choose to go hungry to avoid them.

School districts statewide reported student meal debt of about $2 million at the end of the 2025-26 school year, Johnson reported to lawmakers last month. That does not include donations of nearly $46,000 that helped some districts pay down their debt, or transfers of nearly $500,000 from districts’ general fund budgets to reduce the debt.

“Students know that they have a large negative balance, or they don’t have money, and they know that they will accumulate debt if they take the meal, even though they can’t be refused it,” Johnson said.
She and others have heard anecdotes about students who choose not to go through the lunch line to avoid building up debt, who will visit the restroom during lunch to avoid the stigma, or older students who leave school premises so nobody knows their family can’t afford to pay for lunch.

Meyer said there needs to be a conversation in the Legislature about the lack of funding provided in the 2023 bill, which mandates schools provide a meal to students who request one even if they have a negative account balance.
