I've probably had to keep my boat (at least the boat I was in at the time) from bouncing into another boat at least a hundred times over the years. Not once have I ever stood on the higher gunwale and used my foot to push a boat away that sits lower in the water column. Just think of the physics behind that, you would have to steady yourself on one bent leg just to reach the lower boat.
Yeah, doesn't pass the sniff test. Any normal person would either sit on the gunwale to push the other boat away with their foot, or they would stay in their boats' cockpit and bend over to use their hands in keeping them from bumping into each other.
