God created a closed season. When the ice is too dangerous to walk on and when there is one water. ;)

No offense to you and GOD but I believe it has more to do with the spawn and not catching/keeping the females.

not many lakes in Nd OR Mn actually have successful spawning fish. both states rely heavily on stocking. that's a fact

I understand there are a handful of outlier lakes in each state (a few more in mn) that do spawn successfully and regularly but that's why I said "not many" so don't jump down my throat.

so true - more of the mollusks that play a role in the creepy little beasts' life cycles I imagine?
Exactamundo. Neascus (black spot) mature in fish eating birds. Fish eating bird craps out eggs. Eggs mature to intermediate stage in snail. Free swimming intermediate parasite burrows into fish meat and encyst. You'd think we'd have a higher prevalence of black spot and yellow grub, since we have no shortage of fish eating birds and snails, but that's nature I suppose. Pretty neat.

Have not fished Minn. for over 20 years. Wife and I caught a nice batch of panfish and while I was cleaning them I noticed little white sacks in the flesh. Poked one with my knife and out popped a long skinny worm. Fish went into a flower bed and I never crossed the Red River to fish again.

Not trying to be Devil's advocate... and I like the idea of "residents only" during the times when other state's fishing seasons are closed, but that would be hard to enforce. Wardens would have to stop every person they see, to find out if they're from out of state. Of course, at the ramp, that would be easier by looking at plates, but still a lot of extra "what if..".

Not to mention 3 guys in a boat, and one is from ND and one from SD and one from MN. Whose fish is in the livewell..?

Or maybe I'm missing a piece of the puzzle here?

Really if you look at it as every fish will be a spawner at some point i would think only males should be kept and only from july 22- august 13 as the moon phase wont affect the sperm count for the next springs spawn. As they need time to build maximum load to cover the eggs the next spring. You read more on this at idontknowshitbutliketotypeontheinterweb.com

this is not directed at anyone im just funin

North Dakota Outdoors Game and Fish magazine February 2017 edition reported on page 21:

Nonresidents may dark house spearfish in North Dakota "IF" they are from States that offer the same privilege for North Dakota residents.

As a ND resident I will admit I get annoyed when I pull into grahams island and see all the MN and WI plates but I am sure the locals at lake of the woods and lake winnipeg feel the same when I show up at their lake. I bitch about these non resident as well but truth be told I'm no better than they are. I enjoy traveling to other states/provinces to fish and hunt just like alot of others on this site.
