Legally for deer you can not hunt any land not yours or leased by you i believe. Not sure how it works for moose and elk though never looked into it. I keep hoping with the moose and elk population growing one day i'll maybe be able to get a gratis tag for them.

So since all tags in 2G1 went to gratis no one can hunt the sandhills? LB

As of my understanding gratis deer tag owners should not be hunting public land. Not sure how the youth tags go in that area which could maybe account for some of the hunters since i don't think those are unit specific. I'm not a game warden, lawyer, or anyone with special knowledge or full understanding of all the laws though.

i am assuming you are referring to nodak..,
a landowners gratis tag can only be filled on their land that they own.
they cannot harvest a deer/fill the gratis tag on anyone else's land/property or on any public land.
hence that is why they received the gratis tag, so they are able to control/reduce the population on their own property.
essentially...

and yes i have heard that there are multiple zones that only gratis tags were handed out this year.
no non land owner tags were available due to the large number of gratis tag applications, seeing as g&f dept hand out gratis first.
I even heard one zone had the gratis tags go to a drawing due to more gratis applications than deer tags available

As frustrating as it is trying to get trail camera pictures of antelope without having a water source on my land in wyoming, i like the idea of having to prove animal usage to get my landowner tag. It puts the proof on the landowner but i know it also causes more work for the game warden that has to approve things. I can see north dakota going that way to try and still appease the landowners but not let the system be abused as much as it is. I wonder if we will ever do things like wyoming on having valid on private land only tags and things like that to ease up some of the public land pressure and maybe free up some tags for those hunting public land.

End the Gratis giveaway for every species. Basically all game species in ND is pay to play right now anyways.
Gratis tags need to go away entirely. It's getting to the point where the only people hunting will be landowners. They should have to be in the lottery like everyone else.

I believe many years ago it was decided to give gratis tags instead of paying landowners for the forage they consume.

There are lots of absentee landowners now who own land for hunting and then lease the land for farming/ranching.

You are suppose to "actively farm and ranch that land" in order to get a gratis. Another rule they don't enforce!

If the farmer get's money from the farm program they shouldn't be able to post or get Gratis tags, that's tax payer money, us non land owners don't get shit

That is incorrect. It only needs to be actively farmed or ranched if the application is by a lessee. If you hold title you do not need to farm or ranch it.

Like it or not, that is the law and it is enforced and applications are reviewed to try and catch those who don't qualify. The problem is there are around 13,000-14,000 gratis deer applications with only a couple people to review them, who also have other job duties. And this needs to be done in a very short time frame or everyone complains that the lottery takes too long. Many are unfortunately going to be missed in the review process.
