The cheapest lead you can find is in old car batteries. Melt them down. The fish even like the acid taste. It turns them on!

Have you checked out a scrap yard? Quite a few years ago I went to Gerdau here in Minot and asked if they had any soft lead (not wheel weights)? They had barrels full and I bought 15 pounds pretty cheap.
