This is the one giving all volunteer first responders free custom license plates and vehicle registration. Im NO on this one, dont think its governments place to give out more free stuff, when we already have budget issues. Volenteers are great and if anyone wants to support them privately in one way or another, Im all for that, just dont want it mandated in state law... What say ye?

I was told this could have a 3 million dollar hit to the state budget.
I'm a no on this and agree with Lycan on this one.

I don't have a vote but I like the idea and volunteer first responders are in very short supply but like you guys said until the legislature gets their spending under control to provide for this "no" is probably necessary. No shortage of money coming in over there, spending has gotten crazy.

I voted no, I say give them the free park pass in the form of a sticker or placard, or some kind of card, but leave out the personalized plates. No sense in that, just more people to admin a special plate. I guess i didn't realize the measure included free vehicle registration. How many scammers going to take advantage of this? And if it is going to cost 3 million to the state, then its for sure a no. I haven't heard any official cost estimates on this yet..........

PLATES FOR VOLUNTEE
R EMERGENCY RESPONDE

This initiated statutory measure would create a new section to Chapter 39-04 requiring the Director of the
Department of Transportation (DOT) to provide red personalized vehicle plates to volunteer emergency
responders upon request. The measure provides the plates will not have an initial or an annual cost. Under the
measure, volunteer emergency responders include firefighters and medical responders. The measure would
prohibit the display of the plates on a vehicle weighing over 20,000 pounds. The measure would require the first
three digits of the plates to be the last three digits of the zip code where t
he volunteer's department is located.
The measure provides the plates would serve as an entrance pass to all North Dakota state parks.
The Department of Transportation presented information on the estimated fiscal impact of this measure.
A
copy of the fiscal note submitted by DOTis attached as Appendix
D.
Statement of EstimatedFiscal Impact of the Measure
The fiscal note prepared by DOTstates the
fiscal impact of the statutory measure would
be an estimated lossof $3,637,740 of revenue during the 2019-
21 biennium and that costs for one-time programming and license platesof $117,740
would be incurred during the 2019-21 biennium. The fiscal note states the estimated
revenue losseach biennium there after would total $3,520,000 per biennium resulting in decreases in deposits to the
highway tax distribution fund of $2,750,000 and the Parks and Recreation Department operating fund of $770,000.
Of the $2,750,000 decrease in deposits to the highway tax distribution fund, $1,023,000 would have been distributed to
cities, counties, and townships; $41,250 would have been deposited in the public
transportation fund; and $1,727,000 would have been deposited in the state highway fund

I could be wrong on the registration portion, if it is just for plates, I dont see the reason for the high cost associated I guess...

Well there it is, 3.6 million plus.......... that is insane! No annual cost for the plates, so assume that means free vehicle registration. Lets find a better way to honor those that serve.

Am I the only vet who gets embarrassed every time I get a "thank you" for serving?

Seriously, we did/do it because of our own reasons, not because I wanted a discount on my license plates (note, if I remember correctly, personalized veteran plates are the most expensive). I'd like to think our first responders, whether we are talking fire dept's, law enforcement, emergency management, National Guard, etc are all doing it for the right reasons, not because they may get this little perk.

Like those "Adopt a Highway" signs.

People pick up trash, but then they add to the clutter with a useless sign and my employer/sponsor gets advertising
paid for by the taxpayers.
