Mandan / Morton co. Ban whats already illegal?

Thought some may get a kick out of this story. Doesn't quite make sense to me though. If the Lanterns are already illegal in the state why then do they sell them here and why would they need to put a ban on what's already illegal then???????????????????????

Gotta love the nanny state the northeastern lawyers started. Any thing that you can think of and there is a large, way too vocal group that that wants it banned. And what is sad, these groups of kill joys always have someone on a commission, or governing board, that is able to pass these no fun laws, yet there is never a debate. Like I'm suppose to know the next commission meeting is going to have a bunch of facist nannies protesting something as benign as a damn skylatern.
