I built the house I live in back in 2013. Nobody in the assessors office have stepped foot in or on my place. They have to idea whether my basement is finished or not. They have no idea whether the loft above my garage is finished or not. Aside from main floor square footage they know nothing about my home. But somehow they know what it’s worth lol.

Would you not have had to get construction, electrical, and plumbing permits to finish off those spaces in your home?

didnt need one for the sheet rocking, trimming etc at the time. There was no plumbing permits needed then at the county level. Septic is done through health dept. Electrical permits is pulled through the state electrical board for work outside city limits. I did electrical myself. There is no communication between state electrical board and the county. It’s totally different now.

Interesting the differences between counties. I was pretty sure I received my self-wiring permit through the county even though it was the State that did the electrical inspection, but that was back in the early 2000's. So, maybe I'm just misremembering things.

Even in 2005 when I built my first house outside city it was pulled through state. Inspector was out of Dickinson and came up once a month. In fact in Williston then it was pulled at the state level. The city of Williston actually did the permits and building inspections for the county at that time. My permit cost $20 lol. And building inspector had to ask me what the are those forms referring to icfs lol. I taught him a lot over that build.

The total assessment amount is borrowed by issuing a municipal bond which is paid back over time with interest just like any other loan. The taxing entity does not take a cut of the interest paid, and a property owner can pay off the assessment at any time to avoid future interest charges.
    • Statutory Limit: Under North Dakota Century Code (NDCC 40-24-02), cities are legally permitted to levy an interest rate up to 1.5% over the actual borrowing rate of the bonds used to finance the project. [1]
    • Fargo's Mark-Up Rate: The City of Fargo voluntarily lowered its financing mark-up from the maximum 1.5% down to 1% over the bond interest rate. [1]
