Trailer Living on the Street

My neighbors across the street have had some of their friends move in to a trailer camper on the street; they've been there about a month. It is a safety hazard - you can barely see around it when you're backing out of the driveway - not to mention the about 8 people living at that address now and it's an eyesore. I've thought of asking them what's going on but I'm pretty sure it wouldn't do any good.

I seem to see these parked around town quite a bit - just wondering if the city will do anything about it? Who could a guy file a complaint with - just go right to the police dept? Bismarck by the way.

Recreational vehicles cannot be kept on the street for more than 48 hours. City of Bismarck would be my first call.
