Thats majority if not all state and federal agencies do when it comes to fiscal funding, if they dont use it they will get less next year. So they end up wasting it to make sure they get the same or more next year. Every government agencies needs its very own doge to fine and eliminate waste.The USFWS service's financial model is broken. When I worked with them it was a use it or lose it type budget. Refuges spent their allotted amounts every year whether it was necessary or not. Even as a college kid I could see the absolutely insane amount of wasteful spending. Refuges were able to trade funds to get larger amounts of money to actually build or create worthwhile projects. This I thought was good but they all had huge budgets. At the time the refuge manager also would create many hours of overtime for himself doing pointless tasks. So yes there is a lot of LARD to be trimmed. This was nearly 20 years ago so I am assuming it has gotten worse.

I agree over a lot of year damn mouse would starve to dealth.Did you find anything to hunt on federal land last year? most of the ranchers have it grazed down to fairway length. Cows everywhere not a single deer is what I saw on 90% of it south of Medora
