The USFWS service's financial model is broken. When I worked with them it was a use it or lose it type budget. Refuges spent their allotted amounts every year whether it was necessary or not. Even as a college kid I could see the absolutely insane amount of wasteful spending. Refuges were able to trade funds to get larger amounts of money to actually build or create worthwhile projects. This I thought was good but they all had huge budgets. At the time the refuge manager also would create many hours of overtime for himself doing pointless tasks. So yes there is a lot of LARD to be trimmed. This was nearly 20 years ago so I am assuming it has gotten worse.
Thats majority if not all state and federal agencies do when it comes to fiscal funding, if they dont use it they will get less next year. So they end up wasting it to make sure they get the same or more next year. Every government agencies needs its very own doge to fine and eliminate waste.

My main MOS was 0311 so I didn’t get the privilege of cleaning heavy weapons very often. We sure as hell carried their shit for them though. ALL the time!! 😂
