Easy, look for the hoarde of Sconi's in deep water. Hook up car battery to Marcum. Drill hole in the middle of them. Drop transducer below the bottom of the ice. Turn gain up to 10.

Middle of the day on a cloudy day often acts like sundown and gives you a longer shot at the hot bite. Deffently want the barometer dropping since fish tend to go on a feeding binge just before a storm hits. Since this is a prestorm fishing give me one good rod with a minnow head or full minnow and a fairly aggressive lure like a jigging rap or Swedish pimple and my propain auger since it cut quieter then a gas drill mind you I would take a ion over if the weather was always warm. Probably be fishing in 10 to 15 feet near a good break line and bring the drone to scout the sconies!

If I wanted to torture myself with perch fishing, it would go like this:

A. Morning (9-Noon)(and then drown my perch won't bite blues at Proz Lakeside by going there for a burger and forgetting to order a burger)
B. Sunny (those bastards like sun)
C. Falling Baro(that's what the pros tell me, ha ha)
D. Thorne Quiver stick with a Tungsten jig.(The pros say I need tungsten)
E. Waxies(because the minnow bucket is almost completely frozen)
F. Probably have to be deep on Devils as it rarely happens shallow.(Try to find a really deep spot so you have to keep every 7 inch dink perch and 10 inch hot dog bun walleye because they are dead when you get them to the top)
G. Fish out my pickup door.(and burn a stinky cigar)
H. Electric(because that's what I own)

Good luck, and have fun watching the 'sconnies and their blaze orange coveralls!

Personally, given this scenario, I think I would give the following a go.
Time of day: sunup/morning
Weather. Sunny
Barometer- Falling( for same reasons mentioned earlier- and cuz it is true!)
Fishing set up: Darn perch can be finicky so I would go with a top of the line quality rod reel line set up with one lure. If I had just one lure choice..I would use a drop shot rig so I could feel them finicky perch bite.
Bait. Minnows
Water depth: somewhere in between
Mode of transportation; Snow mobile
Hole drilling choice: electric
Locator choice- vex.
Fish til noon..if them buggers haven't hit by then, head to a local watering hole for lunch and a frosty or 2, maybe a game or 2 of Pinochle..lose a few bucks doing that...then head back out for the evening walleye bite.
Ahhh yes..that would be a swell way to pass the time away for the day.

Time of Day: Morning, usually the best bite that time of year is between 8 and 11am. But there can be a late afternoon bite as well, but morning is best.

Weather: Sunny - Perch feel safer wandering and looking for food when they have some light.

Barometer: Steady

Set up: My homemade perch rods made just the way I like them. Welding rod with a tungsten or glass jig below it.

Bait: Waxies

Depth: Deep 38-45 ft.

Transportation: 4 wheel drive pickup with heated 6 way seats for comfort and a movie dvd playing in the bose surround sound system.

Hole drilling choice: Propane Jiffy

Locator: A VEX of course. Best tasting fish that's in Devils Lake deserves the best electronics.
