Seeing in alot of the rules call for a marine band radio... Do handheld ones count? What am I looking at $$ wise to get one so im legal in these upcoming spring-cleaning tournaments?

Handheld radios will count, you are looking at $80-$150 for a handheld . I think more & more people are going to the handhelds instead of having to mount an antenna and radio in their new boats. Most of the time the radios during the tournaments are for organization during the take-off (calling out boat numbers, warning of take-off delays, etc.) & then once your number is called you can turn the radio off and throw it in the glove box.

OK sweet... I thought the AIM regs said "Each boat must be equipped with a functional marine band VHF two-way radio. Handheld VHF radios are allowed, but recommended as back-ups."

Just didn't want.t to get somewhere and they frown at a handheld

my radio is the backup for the 3 cell phones in the glovebox beside the radio
