Dont commercial vehicles cause the majority of wear and tear on our highways? I think I heard that somewhere once. Electric vehicles are typically lighter than petro fueled, so they should pay less, no?

Full electric are considerably heavier 4021lbs vs 6015 lbs depending on models

In short, the percentage of structural highway wear from commercial/heavy vehicles is typically in the high 90s, while passenger vehicles contribute only a small single-digit percentage or less. This is why truck axle-load limits, weigh stations, and pavement thickness design focus almost exclusively on heavy vehicles.
