    I don't think the 1% of tags allocated to non-residents on a per unit basis is the reason for too many deer hunters in that unit. Plus raising fees would not limit the number of tags available, so it would do nothing to limit the number of non-residents deer hunting.

    I have a buddy that just had a trail camera stolen off some public land down here in SD. I have a camera in the same piece of land, it's locked up, and hopefully still there on Friday morning when I go out there.     I had that happen a few times maybe 1 every 2 or 3 years. Generally it happens for my dogs when there's snow on the ground and the bird does not want to get up. I always think my dog is super bad ass when it happens too!

    Pretty sure it's basically an honor system and the "donations" are considered a gift, so not taxable (unless they were very large and met the gift tax level).

    A big part of the problem here in SD, is that it's difficult to get permission to private land since everything is considered posted. Plus you add in that there are way more people charging guys to hunt and you have a large problem with much less land available to hunt for the average person...
