I live in Minnesota and I’m trying to fish those juicy spillways with musky and pike like this could someone please give me a hand in finding those type areas in the Eagan/Minneapolis area I don’t got a boat to get out to those good spots so this would really help thanks in advance !

Pretty sure that's Baldhill Dam north of Valley City.

No idea where you can try in your area but look for river system with the species you are after and then a dam spillway on that river.
