Its about a police district Chicago where a billionaire goes into a convenient store to get a pack of cigs, there was an armed robbery, the billionaires friend was killed so he buys a district and gives them the resources to fight bad guys. It's a show that has potential to show what actually can be accomplished with the resources of the police and their civilians. The end of the first show is what happen when change and the media bring out change for the good.
