It is a mesh bag to hold dive gear. The mesh lets the gear dry out.
I have several and I am going to take the netting off of a small (16") diameter fishing net and install the goodie bag on the net frame. Then I'll tie a three way harness to the net hoop, back to a single line to the boat, attach a weight to the tow rope where the harness and tow rope come together and a float to the net handle and slowly pull it behind the boat and see what I catch!
