I have yet to encounter and govt. agency that doesn't have some "excess", "pork", or "fat" on the books so to speak. I would assume the Army Corps of Engineers is no different.

Easy to say when you have no idea how its done! Plus who would everyone whine about when the river is a little to high or low for their liking?

And when this program can’t turn valves, detect leaks, verify meters are reading correctly, or maintain itself, you’ll end up paying a private programmer and contractor more than you’d pay an operator.

If you could completely automate a generating station, the private sector would’ve done it by now.
