Found expensive underground construction item

Found an underground construction item on 43rd avenue/Ash Coulee Drive in Horizon Heights in Bismarck on Wednesday 11-23-16.

If you can describe it, i will know it is yours. This is one expensive item and hoping we can find out who lost it as i am sure someone is going to get their butt chewed for losing this.

I know what we used to call this when i worked construction many years ago but maybe the name or slang is different now.
