Rural water question

In ND, If a property has been hooked up to rural water and sold, Is the buyer under obligation of the seller's contract ? Or can the buyer disconnect with or without a penalty and drill a well ?

I believe the answer is yes. When it flooded in 2011 I tried to put my burleigh water on hold and was told I had to pay the monthly fee or I would loose my membership which just two years earlier i paid $ 2500. I was informed if I let it go I would have to pay another $2500 Ito get it back if any were even available

Most will only require the monthly minimum to keep it hooked up. Usually you pay a one time fee when it's hooked up and then a monthly minimum or actual usage whichever is greater.

Drill the well. Then you at least have an option should the cost of rural water exceed what you want to pay.
