Looks like a 9wt or bigger fly rod. It would be a fight but I bet he had it all over and done with in 15 mins or so. Quick pic and back in the drink I hope.
When I was spear fishing in Detroit Lakes by the long bridge. I saw a musky that was over 3' I guesstimate and the head was huge never seen fish that big before. Biggest northern I have ever caught is 10 lb. Man that would be exciting to catch some musky like that.

Indeed,what an accomplishment,on a fly rod no less,would be interesting to know the details like rod type,length/weight,line used,tippet,and streamer type/pattern.
