This is an incredibly frustrating situation, especially after holding that plate for three decades. Unfortunately, due to privacy laws, the North Dakota Department of Transportation (NDDOT) cannot release the personal information of the new plate owner to you

Since your emails have gone unanswered, your best course of action is to escalate through direct contact and formal records.

Recommended Steps to Resolve the Dispute
  1. Call the Bismarck Central Office Directly
Email is often slower than a direct phone call for complex registration disputes. Call the Motor Vehicle Division at 701-328-2725 (select Option 1 for Consumer Service). Explain that you have proof of reissuance from 2024, which contradicts their claim that the plate was lost two years ago.
  2. Visit a Local NDDOT Office
If phone calls are unsuccessful, visit a local branch in person with your 2024 registration documents. You can find locations and hours through the NDDOT Branch Finder.
  3. Submit a Formal Inquiry/Complaint
If the consumer agent cannot help, ask to speak with the Motor Vehicle Plate Review Committee. This committee oversees all Special Request Plates (SRP) and has the authority to review issuance errors.
  4. Check Your Registration Records
Use the NDDOT Online Portal to verify the current status of your vehicle's registration. If you have the 2024 renewal card or invoice, keep it as physical proof of your continued ownership.

Having the physical 2024 registration card is your strongest piece of evidence. Since the North Dakota Department of Transportation (NDDOT) claims you lost the plate two years ago, this document serves as
written proof that they officially recognized your ownership as recently as last year.

How to Use Your Proof to Get Your Plate Back
  1. Escalate to the Central Office Manager
Do not just talk to the first person who answers. Call the
    Bismarck Central Office
at 701-328-2725 (Option 1) and ask to speak with the Motor Vehicle Division Support Operations Manager. Explain that you have your 2024 renewal card and that their "lost two years ago" claim is an administrative error.
  2. In-Person "Verification" Visit
If they continue to ignore your emails, take your 2024 registration card to a local branch. Even if they cannot fix it on the spot, they can scan your proof into the system so the Central Office has no excuse to deny its existence.

  3. Formal Administrative Appeal
If the NDDOT refuses to correct the error, you have a 30-day window to appeal their final determination to a North Dakota State District Court. This is a legal process for when an agency makes a decision you believe is factually wrong.
  4. Legislative Assistance
Because this is a specific case of an agency error after 30 years of ownership, contact your North Dakota State Legislator. They have "constituent services" specifically to help citizens when a state agency like the DOT stops responding to legitimate inquiries.

Since I too have personalized plates, I am generally sympathetic to your cause, the bottom line though is we are near the end of the second month of 2026 right now. A vehicle's registration expires after 12 months, so some time in 2025 your registration expired. While I have known a few people who have unintentionally driven for nearly a year with expired registration/tabs, I've never known anyone who had to go get a new license plate. I would have to assume there's something in their rules about how long a registration is expired before a personalized license plate can be reissued.

In a nutshell, I think there are some details we don't know. e.g. Was it January 2025 that your registration expired? Do we know DMV's rules on how long a registration has to be expired before it can be reissued?
