Sorry I’m a bit late but boats are completely illegal in North Dakota for paddlefish snagging.

you can use a boat to get to shore where you want to snag. Also im pretty sure you could use sidescan to find an area where there are plenty of fish holed up and then pull up to shore and start casting. When I used to snag I would take my boat out every year and find areas where they look like they would congregate. Often towards dusk you can see them swimming near the surface in backwater areas, feeding I think.
