    I'm not sure what the answer is. The loss of habitat has to be a massive part. The way I got my second deer was to start bow hunting. Got a nice mature doe. I just need meat in the freezer damnit!

    Technically it's not any different, still illegal. I've seen someone get popped for catching others fish in the boat. My brother also got a warning for shooting 1 duck over his limit when with the group. Warden was a long ways off counting through the binos.

    I'm fairly certain that Game and Fish accounts for a certain percentage to never get filled each year. If every tag was filled we would see lowered amounts issued.
