After a quick bit of research (google), I found the following.

States that went from a set date to a license that's valid for 1 year from purchase date saw a reduction in license sales revenew and an increase in licensure gaps, because people were waiting until the last possible minute to renew, or they would let their license lapse in the months they didn't fish.

Also state fishery agencies receive federal money from the Sport Fish Restoration Act. This grant is based partially on the number of licenses issued in the state. More license gaps and lapses mean less $ for state fishery agencies. More license revenue means more money going into the fisheries.

Better answer?
wer, I was starting to think all I would get was "it doesnt effect me so I dont care" type responses! Kudos 2 u.
Wow, an actual good ans

I thought this thread would have been about more than 1 year licenses. I wish they offered lifetime licenses like the People's Republic of Minnesota does. I'm not 16 anymore so the numbers probabably wouldn't punch at this point in my life.

So why did you wait until January to buy your license?
IMO if you buy a license in January, it should be good for 1 year, not 3 months. No reason they couldnt allow a license to be good for 12 months from the date of purchase. If they refuse to do this, at least you should get a discounted price if your license will only be good for a few months... What say you?:;:lame

Is a daily limit really fair if you don’t start fishing till11pm? Shouldn’t it be a 24 hour limit?

Any what if I start fishing at 10pm and finish at 4am? Can I keep 10 walleyes because it would be two daily limits?

Actually, I would love to see our state institute a lifetime fishing or lifetime sportsman license. Unfortunately I'm sure they like the influx of cash every year when things expire.

Also the regulations change periodically, and that date is April first when they new book of regulations it set forth.
If you had 365 variables in there it would be a nightmare. Most people are not going to no the changes unless they are purchasing that license on that date the changes take place.

I usually buy mine on my phone when I get to my fishing spot and realize it's the beginning of April.

I think most of you dont understand what Im saying. Just because it wouldnt affect you, doesnt mean that it doesnt affect some people... It would be an easy fix that would make it more fair for everyone.

Maybe we could try this approach. Tell me why having a fishing license be good for 12 months from the date of purchase would be a bad thing, if you can think of a reason...

being a grown up means knowing life is not fair. If this is to much of a burden or cost for some one they are better off saving the 1.33 per month for groceries

I've done the same. Side note I talked with a warden last year and asked him if taking a picture of my license on my phone would be sufficient proof if ever being checked and he said yes.

I'm sure there's a reason for all of this. I'll guess. You want a reason why it's a bad idea to change it. I'd say it's because they know that after March 31, they need to check people. I doubt they check as many people in the fall.

Like JohnR said too, a fixed "starting and stopping" point allows for any changes in regulations to take place, once per year. I could see a lot of people saying "oh, I didn't know that..." when faced with a violation. I know that ignorance is no excuse to/for the law, but then they have to decide "do I let this guy slide by, or do I throw the book at him".

Also, not everybody does everything via email. A notification sent to my 82 year old father, reminding him in November that his fishing license is going to expire, ain't going to mean a thing to him. Heck, in my life, I pay less attention to email than ever before. I'm pretty much getting sick of it.

As Flycarpin stated too, people would let their licenses lapse, until they actually go fishing. Loss of revenue.

All in all, I'd say that since it doesn't affect many people at all (we are a pretty good cross section of fishermen here), and most don't mind it, why re-vamp a large entity, for saving a few people $10?

I don't think you would understand the nightmare it would create for the game wardens when checking licenses. It's easier to have one single date to go off of and not 365 days that would need to be look at/evaluated at the time of checking. I guess if you don't mind waiting at the dock with 3 of your other buddies while the wardens do a quick check of what day you purchased yours and if it is still good. I for one would love for him to look see if it says 2017 and were done and off fishing.

So I just fixed this little Nissan 1986 truck up and went to get license renewed in Jan. It had sat a year without current tags. So the lady tells me that they will expire again in March. So I'm just waiting till the next time I get up to Biz. I guess its just the way the system works. Too bad laws can't keep up with the technology of the day.

I'm not sure if rules have changed but an electronic version of a license is not a valid license. You need to have a signed copy of you license. I suppose that is why a pic would work. It would have your signature on it. I know there was talk of doing a e-license.

Honestly, they know there are guys like me who are here for resident licenses and who have wives that want NOTHING more than to move back home to the Twin Cities so the grandparents don't have to drive three hours one way to see their grandkids and the salaries are a lot higher. Trust me...all it's going to take is lifetime hunting and fishing licenses and I'm buying one for our whole family. Then the wife is toting us all back to the land of 10,000 regulations. It sucks balls, but it's true.

i think its fine the way it is and fly carpin provided a good researched answer to why that is most likely the main reason. however, i completely disagree with those arguing against lycan's proposal based on it would be a PITA to remember when your license expires for for the GNF to have to check for 365 different dates. that's how our driver's licenses work. and they expire like every 5 years and most everyone remembers to renew on time and law enforcement doesn't struggle with enforcement. whether you are the license holder or the law enforcement officer, if you can't read a license and look at the "expires on:" date, you've got a problem.
