BigV, give this a try. Tip the blower up to set on the front of the blower housing. Take off bottom plate. While watching shift the lever in forward then reverse, the drive disc should move to the opposite side of the flywheel. If this does not happen the drive disc is hanging up on the slide of the hex shaft. Lube the hex shaft with light grease or oil ( do not get any on the flywheel ) where the drive wheel slides back and forth when you shift. The factory lube gets dry over the years. If this does not work the rubber disc is wore down to not make good contact with the flywheel on the reverse side. You will need to replace that rubber disc. Not that hard to do.
