The guy has had plenty of chances. I think he might have wanted the police to shoot him. Considering he was just kinda "hanging around" waiting to see what was going to go down. Its frightening that a guy like that can get his hands on that kind of tactical gear. Police would have had to taken him out with a head shot vs. body shot that he could live through.

Tac Vest doesn't necessarily mean "body-armor". More likely just a vest with pouches for magazines.

ND is a Constitutional Carry state now so your valid ID acts as your CC permit now. That being said, if you want reciprocity with other states, you still need to do the program for an actual CC permit. Also, not 100% sure on this, I believe that if you want to be able to purchase a gun from a store with no hassle, an actual CC permit is still necessary, otherwise they have to run the Back Ground check on ya. As Obi stated, it is now required by state law that you inform officers that you are CC.

As for you Toby, I don't know you from Adam, other than that you were a bit of a putz over on Fishing Buddy. That being said, I hope you can stay clean and make yourself better. You may want to consider staying off the forums for a while. There are plenty of people out there that don't like you and are miserable themselves and they would love to do nothing more than troll you right back to the dumps... The internet is a great thing except for the fact it gives people a shield to sit behind and be assholes...
