First re-write out of committee brought the 60/40 down to 39/61 as currently 39% of NR tag holders employ a guide/outfitter supposedly.

2nd re-write has eliminated guaranteed tags but added a 2nd drawing. Now proposed is an "early" drawing with a $300 increased fee with up to 50% of the total pool available for the early lottery. The application dates would be 12/1-12/31 with the drawing held by 1/15.
