Even without watching the video, I am going to guess it's from Missouri. They actively promote and support paddlefishing down there by stocking them in places like Lake of the Ozarks.

That could be, that would then make at least two states that allow paddlefishing from a boat. I know Missouri allows it.

I saw video in some other state they can snug them and most all fish where 15 lbs to 30 lbs unlike here.
