The North Dakota Game and Fish Department will hold a public hearing to address proposed rule changes to North Dakota Administrative Code Title 30. The hearing is scheduled for 1:15 p.m., Tuesday, Jan. 12 at the agency’s main office in Bismarck.
The purpose and explanation of the proposed rule change is as follows:
Chapter 30-03-06-05 – Water prohibited. Currently all drain plugs must be removed from all watercraft and recreational, commercial and construction equipment bilges and confined spaces when entering the state or leaving the Red River. To reduce the threat of transport of aquatic nuisance species, it is proposed the current administrative rule be extended statewide, requiring all drain plugs be removed, and water draining devices be open, on all watercraft and recreational, commercial, and construction equipment bilges and confined spaces, during any out-of-water transport.
The proposed rule language may be reviewed at the North Dakota Game and Fish Department, 100 N. Bismarck Expressway, Bismarck, ND 58501-5095, or on the Department’s website at gf.nd.gov. A copy of the proposed rules may be requested in writing, or by calling 701-328-6305, or emailing ndgf@nd.gov. Written or oral comments on the proposed rules must be received by Jan. 22, 2016 for consideration.
Anyone who attends the public hearing and needs special facilities or assistance relating to a disability should contact the Game and Fish Department at least seven days before the public hearing.

Im good with it. Anything we can do to help keep ANS out of our waters is a good thing. This is pretty small in the grand scheme of things. Wash down stations would suck!

I actually thought this was the rule already. I have been doing this for a few years since I fish MN frequently and it has been the rule over there for a while now. It's no big deal.

Another thing, my lund tyee's lowest spot in the hull is at about the windshield. to actually get all the water out I have to have it parked on the ramp or another steep incline. If I pull the plug in the parking lot it will still hold an alarming amount of water.

I hope it's a law already I got a $100 fine for it last year leaving twin lakes by lamoure I drained my boat at a campground by lamoure and was told the plug has to be pulled at the landing not down the road at all

I think he failed to drain at the ramp - that's law already. So it was a valid fine.

I think the new aspect of the law is that plugs and openings shall be opened/drained and remain open all the time when traveling. I think in the past you could drain - then put plugs back in after or at home before you went back out.

I really don't get this rule. I pull my plug and nothing ever comes out. Seems pointless, but I suppose some boats leak so it must be applied to all.

Glad I am not the only one that filled my boat with water...

I take my plug out and hook it to my boat buckle when I fasten the boat to the trailer. That way when I go to launch the next time I see the plug when I unhook the buckle.

It's a good idea but a very hard habit to break. I have forgot many times in MN but luckily never got caught. They need to be easy on the enforcement until people get used to the new law

what's not to get or understand about this rule? If u give a rats ass about our fisheries its a no brainer. Don't u fish MN frequently? Do u then come back across the state line and drop ur boat into Devils lake? Huh?

My point was I have pulled the plug on my boat many times and no water has ever came out unless it rained in the boat. The rule must be in place for boats that leak. I still do it, but I don't see any benefit unless I start bailing infested water into my boat for the joy of letting it out the plug hole.

I am with Boss - I comply - but I sigh as I pull the bone dry plug yet again - and think "gosh is this exciting" when I see no fruits of my efforts. It would feel more rewarding if I saw ANS species of various taxonomic types draining back into the waters from which they came. But alas - I'm just going through the motions for the 100th time.

I've always wondered who the morons are who own boats that do leak and they WON'T/DON'T comply :;:huh

I really have no issues with emptying the water from the main plug; do so every time. But, I'm one who will have zippo for anything coming out and screw the plug back in my Skeeter..... I've had water coming in because of not doing so and had to jump in the water to get that thing inserted quick like. I now religiously put the plug back in once it's finished draining. "To err once is human, to err twice a fool..."

What really gets my goat is 100% enforcement of the live well crap.... My brother lives right on Audubon and we might be at a landing 2mi away. To bring home fish from Audubon and drain the livewell in his yard, which drains back into Audubon seems like over abundant bureaucracy. I can understand the issues if I'm going between Missouri River watershed and Devils Lake or Pipestem Dam. Living north of Bismarck a few miles, isn't the water from Audubon still the same water as the Missouri River? I mean, they share water via Snake Creek Pumping Plant every six months!
