Thats majority if not all state and federal agencies do when it comes to fiscal funding, if they dont use it they will get less next year. So they end up wasting it to make sure they get the same or more next year. Every government agencies needs its very own doge to fine and eliminate waste.The USFWS service's financial model is broken. When I worked with them it was a use it or lose it type budget. Refuges spent their allotted amounts every year whether it was necessary or not. Even as a college kid I could see the absolutely insane amount of wasteful spending. Refuges were able to trade funds to get larger amounts of money to actually build or create worthwhile projects. This I thought was good but they all had huge budgets. At the time the refuge manager also would create many hours of overtime for himself doing pointless tasks. So yes there is a lot of LARD to be trimmed. This was nearly 20 years ago so I am assuming it has gotten worse.

I agree over a lot of year damn mouse would starve to dealth.Did you find anything to hunt on federal land last year? most of the ranchers have it grazed down to fairway length. Cows everywhere not a single deer is what I saw on 90% of it south of Medora

It’s not the FWS’s model that’s broken, it’s the entire government’s model of “reward spending, punish saving”. If the agencies were allowed the autonomy roll money over, they could actually prioritize budget for more expensive projects. Instead they either have to beg congress, or apply for grants. On the other hand there are accountability benefits to that process.

What should be happening is spend what is needed and what isn't spent should go back into the coffers and that shouldn't have anything to do with future budgets.Spend it or they take it back at the end of the year. Didn't hunt federal land in ND last year but my brother killed a nice bull elk on federal land in Wyoming. I shot on nice bull on federal land in Wyoming in 2023. I've killed antelope on federal land in ND and Wyoming. Start with bills in congress. They should live or die of their own merit, and riders should not be allowed. Bill riders are a way to pass federal dollars to people you want to earn browny points with and the rider is so bad it will not pass of its own worth.Yep we, American taxpayers should not need to pay more out every year for money that is used on pet projects. A business that used that same philosophy would be tits up already.
