What are they?

Found these in an old tackle box. Don't know where or when I got them but I never knew how to use them so they went to the bottom of my tackle box and never got used. Could possibly be 30-40 years old as I don't have any recollection of ever buying them. For sure didn't buy them in the last 10 years. Are they worm rigs of some sort? It looks like there is a piece of cork wedged into the body so they are probably floating lures.

looks kinda like a lindy lil guy.. maybe lindy wasn't the first and or only company to produce that design.. I would think you'd use it to troll with a bottom bouncer. I need to type faster

No markings. Had them in a little zip top baggie. Don't know if they came with any packaging, probably didn't as I'm OCD about keeping cartons and directions, especially from stuff I'm not familiar with.

That's your new guy killer fishing rig. You know, when you take a person out fishing that doesn't have a clue, uses the silliest rig ever and proceeds to smack fish after fish with the oddest thing you could ever imagine using.
