Hay bale blind on G&F land

I did email game and fish about this but thought I'd maybe get a quicker response on here. Would it be legal to put a square hay bale blind up on game and fish land. I know cannot have bait on there but since it's a blind would it be considered bait?

I believe you can leave tree stands up but have to put your name and address on them or something like that...would imagine this would be the same.
