If I interpret this correctly, this bill would mean non-resident landowners don’t need a license.

I believe you are right, It says ANY land owner OR resident. It appears to include include all residents of ND and non resident land owners. It also goes on to say any land they rent or lease, does that include Hunting leases, it does not list the purpose of the lease. If twisted anyone who owns a home anywhere in ND could be considered a “ land owner and a resident “ then they could pay a farmer/rancher for a short term lease and hunt without a license. I know this is way out there but you know someone is going to push it into the gray area.

Good grief, what is the point? To save a landowner $30? Pretty soon going to be anyone with A fib, diabetes, deviated septum, obesity, learning disorder, living on food stamps, driving an EV, left handed, parents didn't go to college won't need a license.

There are times when I see a bill introduced that makes me wonder, "Did they actually think this had a chance to pass?" Makes me also wonder whoever introduced this bill has the support of the majority of voters in their district. And yet it happens over and over.

I am a landowner and I frequently apply for the gratis permit. Not because I can't afford the license but unfortunately it guarantees me a tag. I happen to live in an area where there are very limited tags. In fact I know several people who are in the same boat.

Not a fan of gratis tags. Perhaps there are some who need that option because of funds but I'm guessing that's not the case. The only reason for me to have a gratis tag is the tag. All the other costs incurred hunting make the tag a pretty good bargain.

So what is the solution? For one realize that non-residents certainly do not qualify for this proposed idea. Next, perhaps if those suggesting this change be made to undertstand the fallacy. Don't know any of them but I'm guessing I'd have every little in common with any of them.

I don’t mind NR getting gratis tags that own land as they pay out of state rates for it. Keep it as is. I don’t think we should give it to them free and guaranteed.

I think the NR issues can be tricky sometimes. I participate in NR hunting in other states every year. I have every year for at least the last 10 years. I am grateful for those opportunities.

With gratis tags, they’re a tough issue. I can understand and sympathize with both sides of those discussions. But I think the situational dynamics dictate the need for them, and I think they can be a good way for LOs to stay connected to wildlife, which I think is a good thing. At the end of the day, as part owner in ND wildlife, I’m happy to support some(emphasis) benefits to resident landowners. I think some things go too far sometimes, and it becomes unfair or a corruption of the North American model, that’s for sure. I mean, we used to have 30 million Bison running around the prairie. Robust elk, big horn sheep, and pronghorn populations way before landowners were here. I think that is an important distinction. But nonetheless, in the current environment finding that balance is worth it and necessary. We should keep coming to the table to discuss those things in good faith, checking selfishness at the door as much as possible.

But for me, and I need to chew on this some more, but I don’t like the idea of NR landowners getting free access to ND hunting. The public trust doctrine dictates that wildlife are owned by the residents of that state. A non-resident is, of course, not a resident then. So, is simply buying a chunk of land now make you some sort of exception, and eligible to receive a benefit that not even a resident gets?

Its just stupid, course look at the sponsors names on it. If NR can afford to buy up land , pretty sure they can afford a Fricken license.

A few years ago I lost an uncle from out of state. Before his passing, he always would (as long as I can remember) get a non-resident gratis deer. I think it eas $250. None of his kids were interested in it and I had first right of refusal. So I bought it (my great-great grandpa's original farmstead) and now I get the gratis. This all went down in 2019. I thought him paying for the gratis was pretty fair as did he.

This bill scares me.

Saves a NR landowner $100’s of not $1000’s!!!! Depending what they hunt

Odds are these guys have non-resident buddies that have land they hunt on. If the non-resident landowner doesn't need a license, they also aren't subject to the limited days restrictions and they can come and hunt whenever they want to.

Six traitors to the hunters of ND. I figured they had to be dems to wanna just give our rights away. I was wrong. Wanna see prime hunting land get bought up even more by non-residents this is the perfect bill!

I think it needs an amendment so that this only applies to these 6 legislators districts. If it’s such a great idea I’m sure they’d have no problem using their districts as test sites. Then the rest of us can vote out any of our legislators who even think of expanding it before it happens.

My NR brother applied this year for $250 or whatever.

But he didn’t get drawn - so entire family (four people) lost out on one of us getting a gratis deer tag for our shared-ownership property this year.

Everyone can’t wait to leave here when they’re young and go make more money elsewhere. Well…. This is the cost!
