BISMARCK, N.D. (KFYR) - The controversial state commerce budget bill is moving to Governor Kelly Armstrong’s desk.

House lawmakers passed the legislation Friday morning in a 66-to-22 vote. The bill reduced several provisions from when it previously passed the House last week.

Lawmakers removed all funding for the Theodore Roosevelt Presidential Library. Representatives made the cuts after negotiating with senators who called it non-negotiable.

“We decided to go with the Senate, and we’ll take this up next session. When we come back, the library will have been open for about five months. We can take a look at it at a little bit more of a leisurely pace and take our time to delve into this,” said Rep. Mike Nathe, R-Bismarck.

While not the result they were looking for, officials with the library say it won’t affect their opening plans.

“We know there was a lot of competing interests, and the library will continue to go about its mission. We look forward to welcoming the world to North Dakota when we open in 2026,” said Matt Briney, Chief Communications Officer with the library.

The bill still maintains $9 million towards replacing state-owned, Chinese-built drones with those created in the US or allied countries. Nathe says it’s a matter of national security to have them replaced as soon as possible.

We need to refer to the commerce budget bill as to what it really is...money laundering and nothing more.

As far as nathe and his dislike of Chinese / DJI drones, tossing $9 million at something he clearly does not understand is just business as usual in the legislature. ND would have likely purchased American made drones originally except for the fact that they didn't come close to what the DJI's were capable of doing back then and still don't compare today. But what the hell, allocate $9 Million and hope for the best!

yup, the local subs just got the green light to increase their budgets. What a joke.

I’m sure they’ll require that people have to register to get the credit too, so those who are uninformed or aren’t tech savvy will get screwed and not get the benefit of the tax credit. Thats how these slime balls work, find any way to not have to honestly and openly support ND residents.

Thanks to all of you jackwagons for voting no measure #4. Here is the joke of a tax reform you were promised 😂

Evidently you are part of the problem and the reason we will never move past an archaic and outmoded tax system. Pat yourself on the back, it seems you literally emulate your avatar.

How many of those legislators are still there since the last vote? We are partially at fault for not kicking their ass out of there. They certainly aren't going the way of the people.

BISMARCK, N.D. (KFYR) - Lawmakers have decided not to increase the gas tax as part of a compromise in the NDDOT budget bill.

As part of the deal, all bonding opportunities have been removed and will come straight from the state’s strategic investment and improvement fund.

It also ensures funding for the construction of Highway 85 to expand the road south of the Long X Bridge in McKenzie County.

Lawmakers also provided text in the bill to deal with some of the funding mechanisms to offset the loss of money through an increase in the gas tax.

The bill still faces a challenge as it needs to pass both floors.

Looks the cap was included as well:

Lawmakers adopted the governor’s proposed 3% cap on future increases in local property tax budgets. The cap will limit property tax increases across residential, commercial and agricultural property and encourage cities, counties, schools, and park districts to budget prudently and plan ahead. If the entire 3% isn’t used, the remainder of it can be carried over for up to five years. Other sections of the bill expand the current renter’s refund program and increase funding for a disabled veterans tax credit.

So they cap the rate at 3% of the value of the property? So they van just keep jacking the values up still increasing your tax liability. 3% of 300k is more then 3% of 200k. Or does it cap the value if your property at 3%?

I’m understanding and expecting it to be a 3% max increase per year. So if you are paying $2000 this year, the max they can raise it is $60 for the next year.

You guess it. They are throwing us crumbs so we will shut up. And in two years they will be deep into your pocket again!

I think the 3% cap is on the local budgets. School, county, township, Parks but now those entities are just going to go with a straight 3% increase every year. Also the bill does nothing to limit the evaluation, and that is where the county can come in and make up any budget deficits. Pretty easy for an appraiser to tack on thousands of dollars of added value every year. It does suck having to dispute the valuation increase as well. Pretty much a death by a thousand cuts having your property taxes on unrealized gains.
