Not without an ammo manufacturer's license (FFL type 6).

I will only reload for family and close friends. I also require their rifle for working up a load. Selling reloads to others is a great way to wind up in a lawsuit.

Side story about reloading for others: a few years back I was doing a routine re-up for a buddies 270 Win (the worlds worst cartridge). I discovered a lack of neck tension on the bullets. Long story short, I threw the Lee 270 sizing die in the garbage, bought an RCBS, and everything went back to normal. I started out with Lee stuff when I got into reloading. The only thing Lee i have left is their auto prime and that finally crapped the bed on me as well. Lee is a good company, great customer service, but their stuff isn’t for me.

According to Speer/CCI Technical Services - "Both the CCI 550 Small Pistol Magnum and CCI 400 Small Rifle primers are identical in size. Both primers use the same cup metal and share the same cup thickness. Both primers use the same primer compound formula and same amount of primer compound. They can be used interchangeably."

This is the opposite direction (using small rifle primers for a pistol) but interesting nonetheless.
