Yes, that appears to be the intent. You know, screw ND residents who pay taxes and live here year round to enjoy hunting. Lets ruin it with unlimited non residents. Sodak looking better and better.......

I honestly feel the early Canada goose season needs to count against their license. Our SE corner gets absolutely annihilated from August until Sept. 1 (at that point most of them go back to their home states so it thins down a ton). But still, the pressure and posted signs have come up earlier and earlier since they started the August season. And since it doesn't count against their regular season license, it's even more reason to tear around.
