Looks alot like the Cannonball Company pheasant deal. Both make $$ off hunters that pay for access to private land. The company gets the lion's share and the landowner gets some of the fee.
Sure do miss the good old days when you could go hunt most land without posting signs, that damn e-posted stuff, and lands held like this deal!

I've hunted land adjacent to what that link seems to show as the location. If so, he's been doing pay for hunt for quite a few years already. And, he'll sit and watch people hunting neighboring lands like a hawk.
