Mine is down this year by a total of $1,247.00
What changed for Burleigh County tax portion to go down $ 260.00 ? without that I would only be down $987.00

Burleigh County swapped more funding obligations over to sales tax.

So is there a slip or another indication that you qualified for the credit? Mine doesn't show anything.
