I doubt my MSR water filter would suffice. Like nearly everyone else in a town of more than ~2k it'd be a 50/50 shot to survive.
I could get frozen food smoked/cured for long-term "room temp" storage but the problem with that is you can't hide the smell of preparation and if you're in town, the smell of food prep makes you a giant target. Then of course, there's still no water. I don't own an axe, so would need to somehow obtain one, and start using it tomorrow to have enough wood cut, split, seasoned, and piled for next winter, which would again make one a target, can't hide the smell or all of the light from burning wood.
Martial Law wouldn't come anywhere near close to mitigating the savagery we'd see after 10-14 days without any electricity.

And neither you nor your family would survive drinking the water straight outta the river, especially not once everyone upstream started using the river like people use rivers in the rest of the world IE: washing, waste disposal, etc. Our immune systems aren't built for that in the US or Canada. Not enough trees down that way to provide enough heat source to purify water AND make it through winter very many times.
