Not true. They have flown mule deer surveys, moose surveys, and big horn surveys in the past 5 years regardless of snow cover. We didn't have hardly any snow the past two winters and yet those surveys went off without fail. So why not White Tails????
Actually it is true go ask them. When it comes to counting whitetails if they have good conditions for counting they go if we have no snow they don't. Feel free to debate with them the logic between what they do out east vs what they do for mule deer but it doesn't change the fact that that is what they do. My guess the difference is the mule deer are counted in a much more compact area compared to the huge swaths it takes for the other areas so it removes some of the difficulty with a lack of snow.

I can't remember if I replied to this already. In the past three years I've received two rifle tags (one antlerless and one buck tag) and three bow tags. I've filled both rifle tags and two of the three bow tags.

I will be going to the Game and fish meeting on the 20 to discuss not just deer surveys but also ANS to see what is been talked about in bismack about these two.
One thing I have noticed this year is there are a lot more deer coming from canada. because of the recent fires destroying large areas of habitat. It has been a few years but some big bucks were taking this year up in the Pembina hill according to what the old man tells me.

Davey have you seen a more numbers of deer in your area?

If you are including the heard reduction tags available, then 1 first choice rifle tag, 1 second choice rifle tag, 3 state archery tags and 12 heard reduction tags. So far this year I have filled 4 of 5 tags. State archery is all that is left to fill, but this weather is making me want to hit the hard water and not freeze my face waiting for a buck that's probably all broke off.

2 state rifle tags, 3 rez doe rifle tags, 2 bow tags. filled everything but my bow tags. but, i only bow hunt a handful of times/year and the yotes got one of my bow kills before i found it the next morning (didn't tag a carcass). i should've had 3 state rifle tags had i chosen the right units. plenty of opportunities in this state to draw a tag. if you think you aren't getting enough opportunities, expand your horizons and/or pick up a different weapon. just my two cents.
