Davy, I'm not entirely sure what the new rules are as they were being worked on just before I retired and my days of using CI's has long past. If I recall correctly, and that's iffy, the proposed CI has the opportunity to talk with a defense attorney, may even be required, and there are age requirements, specific charges, etc. I'm sure the requirements are somewhere in the NDCC. I do know that in order to use a CI, officers must receive training, and this must be documented. That was never the case before and wasn't a problem in larger agencies as they used CI's properly due to the availability of training and other resources. I hated using CI's but at times, they were a necessary evil. Undercover officers work much better but they require the same salary/benefits as detectives and must be in place for a considerable amount of time before the dark side trusts them. The overwhelming majority of LEO's in North Dakota have the best interests of the public in mind. However, there are dipshits in every group of folks, sportsmen included.
