where does the money come from for these programs ? so they are taking from the struggling taxpayers and giving it to multi billion dollars companies.
The JSDC i believe is funded by city tax revenue, some of the programs on the website you linked appear to be state programs. These programs are seen as a investment in job creation and tax revenue, if you build or expand the property you will get taxed on your property at a higher amount in the future. The only multi-billion dollar business here i know of besides walmart is the ethanol plant and bean crushing plant. They pay i think about over 30 some dollars an hour starting with great benefits for entry level positions. There are probably 100 employees between the two and they bring in other monies from contractors working there and staying in town in motels, buying fuel, restaurants. also before the ethanol was there it was just ag land and taxed at a very low rate, now that land is much more taxable and after a 5 or 10 year break on the property tax it is quickly forgotten. I'd imagine other cities have similar programs. I assume you voted yes on the abolishment so i have to assume you have no problem with sales tax. because if that passed the way it was written it would double in ten years after the frozen amount of funds became not anywhere enough. along with state income tax. even if the idiots would have specified primary residents only (which i would have voted yes) we would see some increases in the future.

So you claim a 5 or 10 yr tax exemption stimulates business growth so wouldn’t no property tax also entice companies to move to the state on a larger scale ?

yes it would. but you got rid of a incentive to improve and expand. it would also cause land prices to rise and cause some serious land grabs. im in favor of temp. relief as incentives. not handing the world to them. have a good thanksgiving.

Temp relief…… you mean shifting the cost onto taxpaying middle class citizens to subsidize the increased infrastructure and services needed for business expansion? If a larger corporation is tax exempt who is paying their immediate demand and strain on the infrastructure? Oh yea let’s put it on the homeowners and other property owners.

Same can be said for those property developers that build houses in a new development, sometimes those first time buyers get tax breaks on purchasing that new home. Those would be the Cake eaters when taxes are involved someone is going to be eventually be baking the cake and some gets to eat it. It's unfortunate that many with lots of revenue really do get to bake their own cake and eat it too.

Incentive to improve and expand comes from increased revenue from increased sales therefore pushing the need to increase production. businesses that succeed do so themselves and don’t need to be propped up with public monies. businesses that need to be propped up with public monies fail when public monies used to prop them up dry up.

I'm not saying it doesn't suck, I'm just saying "do better" to those writing the measure. Property taxes are not perfect by any stretch of the imagination. If they would have put something reasonable together that had real answers, it would have passed without any problem at all. I've said it before and I'll say it again, it completely pisses me off they had 12 F'kn years to come up with a good plan and a supportable measure, and they completely dropped the ball. If anyone wants to be pissed about something, this should be the focus.
Why should the people writing the measure come up with the plan? Why is it up to the taxpayers to figure out how to cut property taxes? That’s the most asinine statement I have ever heard. We elect politicians for a reason. It’s up to them to make the cut or find other revenue to accomplish the mandate. They sure haven’t acted on making sure taxes quit rising so now was the time to cut them off. All you weak people just like taking it in the …..

Yep. I would love another $3500 in my pocket every year. To not have an articulated plan of how funding would be distributed is pretty insulting to the voters and was the major reason the bill failed. Why was that part never figured out??? Dr Becker straight up admitted there was no mechanism in place and they would figure it out after it was passed. What a bunch of short-sighted BS. He admitted that additional taxes would be levied if there were shortcomings. Another crock of shit. If they narrowed it to primary dwelling and had actual figures to show what and how it would be distributed, it would have passed in a landslide. It was a shiny lure that got a lot of people to bite. I voted no because the way it was written solved nothing and had the potential to cause more problems. I’m not going to send shit down the river just to show that I’m pissed. Call me a pussy all you want, I call it being a responsible voter. The more I talked to Rick and the supporters, the more it seemed like he was in it for another future run, or had some bigger friends pushing him to be the face.
It’s insulting to the voters that our politicians haven’t figured out yet how to lower or even keep our property taxes at the same levels. How come this still hasn’t been figured out? Now that the measure failed again will our politicians ever be forced to act?????

You people are nuts to blame the people writing the measure!

We can't make law by Initiated measure. we can vote for something but it is the legislator and governor to write the actual law. an example is the medical marijuana that was voted in.
It’s funny how people are still fear mongering that every school and fire department will be cut off of fund on day 1.

NO!! This would have forced them to act and address this issue, but no we all feel for the big corporate interests!

Migrator..I gave up a long time ago....good luck trying to explain it. No matter what you say they will come back with an excuse it was poorly written. Shit this measure could have had 6 billion pages of this and that and these people would still find an excuse to vote it down.

Well said. Two conclusions after the vote. People are afraid of change. People complain about property taxes, but are ok paying them.

Seems to me the people to blame for politicians spending foolishly are the people electing those politicians. If the voters in Jamestown don't think the tax holiday for a new business is a good idea the easiest way to fix it is get rid of those politicians. Same with the drastic increase in taxes in Minot. Easier to just bitch about it and point fingers than get behind a candidate that thinks like you. If those same people keep getting elected that would seem to mean the majority of the voters agree with what they are doing.

Pfft you think people know who they are actually voting for? I bet a very large portion of people have no clue who amd what they vote for. Baesler, backen federchuck just to name a few. I believe if people really knew things would be WAY different.

I agree that those that complained that the measure didn’t specify where the money comes from may not understand how things work. And I’m no expert either but my understanding is that the measure would have updated the state constitution and the constitution basically contains do’s and don’ts. So the constitution could prevent us from being taxed on our property’s assessed value. Once that happens, then steps could have been taken to come up with the new process for them to get their pound of flesh. That part would not be appropriate in the constitution.

This is currently in the ND constitution:
ARTICLE X
FINANCE AND PUBLIC DEBT
Section 1. The legislative assembly shall be prohibited from raising revenue to defray the
expenses of the state through the levying of a tax on the assessed value of real or personal
property.

This sounds to me like the constitution already prevents the state from imposing our current property tax process. Notice it just contains the “don’t”, it doesn’t say how the state will collect money such as by income tax, fees, other taxes, etc. The measure would have expanded this to prevent all entities (state, county and city) from taxing us on an assessed value.

We should have approved the measure, it was step 1 in fixing this mess.

Not to mention the average person running for any office will get demolished because of establishment spending on their prized candidates. You think the establishment will back a candidate who’s vowed to take down their gravy train? You think a candidate who would actually stop spending help the middle class taxpayers would get funding from the establishment? Not a chance. Why do you think the GOP turns up their nose at Becker? Because he’s a constitutional conservative. You think the RINOS we have here like that? The candidates that will push their game get their money. So yes we can say “its up to the voters to vote them out” that is true but when the money players pump their candidates into these positions it’s pretty much impossible to get someone who would actually work against the upper class agenda.

Exactly. The rest can eat cake mentality runs deep with our "elected" officials.

The ads that was used against this measure were pure SCARE tactics along with lots of misinformation.
