It's getting cheaper all the time, but as with anything, you get what you pay for, and higher resolution sensors (better picture) and additional features (video recording, ranger finder, etc) cost more.
Looks like you could get a 256 (lowest) resolution scope for about $800:

The first time you try to go out and scan with just your rifle scope, you're going to find out that you need a handheld scanner too. Looks like the low end for those is about $500:

Now those are just the very cheapest you can get, and have the lowest resolution sensors (256), which means the worst image. IMO, you can get away with 384, but you want 640. The lowest price I'm seeing on a 640 units is about $2000. Double that to add a 640 scanner, and you're at about $4,000.
I also highly recommend a good tripod for your rifle. Those can be anywhere from like $200 to $1500.
